Johnny takes the locution as a statement of fact. He doesn’t understand the illocution that the teacher is asking him to pick the chalk up with an indirect speech act. The desired perlocution is only performed when the teacher resorts to a direct speech act : pick it up- the imperative corresponding to a directive speech act.
